According to the latest data from the World Health Organization (WHO), approximately 15% of the global population lives with a disability, with the United Nations estimating that 80% of these individuals reside in developing countries. Recognizing the rights of persons with disabilities is crucial for addressing poverty, as their contributions to society represent a significant portion of human capital that can help alleviate poverty-related challenges.
In 2006, the United Nations General Assembly adopted the Convention on the Rights of Persons with Disabilities (CRPD), which aims to promote inclusion, respect, accessibility, and the elimination of discrimination against persons with disabilities. Protecting vulnerable groups, including persons with disabilities, is a key priority for the Southeast Asia National Human Rights Institutions Forum (SEANF) as outlined in its 2017-2021 Strategic Plan, as well as for the 2030 Sustainable Development Goals (SDGs). These frameworks emphasize the importance of creating inclusive societies and ensuring equal opportunities for all.
